Do I need the app?

No. The included remote switches scenes, brightness and timers. The free Bluetooth app unlocks drawing, custom text, image/GIF upload and hundreds of templates.
Can it go outside?

Yes. The light set is IP65 weather-resistant. Keep the power adapter indoors or in a weatherproof cover (it is not waterproof).
